Timor Leste – going places in global trade

Timor Leste is a small island 550 km north of Australia and is the smallest and more eastern island of the Malay archipelago..

This small island is the only Portuguese-speaking independent nation in Asia and 2024 seems to be the year of Timor Leste in terms of trade.. Why..??

Well, Timor Leste hit a double whammy in 2024 becoming a member of the World Trade Organisation and adopting the MLETR (Model Law on Electronic Transferable Records)..

While many may feel that a country with a population of 1.3+ million and a GDP of 3.62 million as of 2021 is hardly worth mentioning, it is such small countries that follow some of the global regulations that are admirable and could potentially grow to challenge some of the bigwigs in the world..

Commenting on the accession to the WTO, President Ramos-Horta of Timor Leste said “Being a WTO member is essential to unleash the potential of our economy in several sectors. We are committed to diversify our economy, become a part of the value chain of the global economy and to improve the life of our people through trade.

As per a post from Luca Castellani, a Legal Officer at  Timor-Leste has adopted Decree-Law no. 12/2024 of 13 February 2024, containing the “General Legal Regime of Electronic Commerce and Electronic Signatures”.

The Decree-Law enacts many provisions of the UNCITRAL Model Law on Electronic Commerce, the UNCITRAL Model Law on Electronic Signatures and the United Nations Convention on the Use of Electronic Communications in International Contracts.

It enacts in full the UNCITRAL Model Law on Electronic Transferable Records, applying it to letters of credit, bills of lading, promissory notes, and the general reliability standards contained in article 12 MLETR applies to all electronic transactions and to electronic signatures as [er article 7 of the Decree-Law.

This law brings Timor-Leste in line with current and foreseeable regional requirements for ASEAN Member States and the Asia-Pacific region.
