Arsenio Antonio Dominguez Velasco confirmed as IMO Secretary-General

The International Maritime Organization (IMO) Assembly has confirmed the appointment of Mr. Arsenio Antonio Dominguez Velasco as the next Secretary-General, effective from 1st January 2024.

Mr. Dominguez Velasco was unanimously endorsed by the IMO Assembly on 30th November and will begin his term as the 10th elected Secretary-General of the IMO on 1st January 2024, concluding on 31st December 2027.

The outgoing Secretary-General, Mr. Kitack Lim, has lauded Mr. Dominguez Velasco’s appointment, ensuring an orderly transition. Mr. Lim’s handover of a comprehensive briefing paper symbolizes a seamless and collaborative change in leadership.

I am confident that the Membership as a whole has made a wise decision, and that Mr. Dominguez Velasco will ably lead the Secretariat in promoting the mandate of the Organization and in the delivery of its objectives,” said Mr.Lim

Mr. Dominguez Velasco has expressed a strong commitment to advancing the organization’s agenda, emphasizing safety, decarbonization, digitalization, and the human element. His approach reflects an aspiration for an inclusive and transparent IMO, dedicated to its people, global seafarers, and future generations.

I want to reiterate how much I’m looking forward to leading IMO, to continue working with all of you, an extraordinary group of people who have demonstrated time and time again that we can deliver, by listening and understanding each other, sharing our aims and concerns.

I’m very lucky to start with an already great team of professionals in the Secretariat who also want what is best for the Member States and all our stakeholders,” said Mr. Dominguez Velasco.

With a rich background in the maritime industry, including roles such as the Director of the Marine Environment Division and Panama’s Ambassador to the IMO, Mr. Dominguez Velasco brings extensive experience to his new position.

His academic qualifications in Naval Architecture and studies in International Law and European Politics further solidify his expertise.

While the selection, election, and confirmation of Mr. Dominguez Velasco as Secretary-General marks a new chapter for the IMO there is also an ironical concern about the noted lack of female leadership in the organization’s leadership.
